隆梅尔·班拉维，菲律宾和平、暴力和恐怖主义研究所理事长，菲律宾情报和国家安全研究协会主席，菲律宾新纪元大学中国研究中心顾问委员会主席，中国-东南亚南海研究中心理事会理事，菲中友好协会主席，全美亚洲研究所—日本笹川和平财团 “海域感知项目”国际专家组成员。菲律宾国家警察局刑事调查与侦查队顾问委员会副主席、菲律宾国家警察局禁毒大队顾问组副主席。曾于2022年7月被提名并任命为菲律宾国家安全事务助理顾问。主要研究领域包括：菲律宾政治和对外关系、地缘政治和国际安全、反恐和南海问题。

Rommel C. Banlaoi, PhD, is the President of the Philippine Society for Intelligence and Security Studies (PSISS) formed under auspices of the Philippine Institute for Peace, Violence and Terrorism Research (PIPVTR) where he sits as the Chairman of the Board. In July 2022, he was designated/nominated as a Deputy National Security Adviser and led the transition process at the National Security Council Secretariat. But he has resumed his work as an independent national security and foreign policy expert. He now serves as the Vice Chairman for External Affairs of the Advisory Council of Criminal Investigation and Detection Group (CIDG) of the Philippine National Police (PNP) and Vice Chairman for International Affairs of the Advisory Group of the PNP Drugs Enforcement Group (PDEG). He served as Fellow of the US-based Asia Pacific Center for Security Studies (APCSS).

Dr. Banlaoi is currently the Chairman of the Advisory Board of the China Studies Center of New Era University, the Philippines. He is also a member of the Board of Directors of the China-Southeast Asia Research Center on the South China Sea (CSARC) based in China and a member of the International Panel of Experts of the Maritime Awareness Project (MAP) of the National Bureau of Asian Research (NBR) and the Sasakawa Peace Foundation (SPF) based in the US. He was an Adjunct Professor at the National Institute for South China Sea Studies (NISCSS), President of the Philippine Association for Chinese Studies (PACS), and a member of the Management Board of the World Association for Chinese Studies (WACS). He also served as a Professorial Lecturer at the International Studies Department of Miriam College, Professor of Political Science at the National Defense College of the Philippines (NDCP), Assistant Professor of International Studies at De La Salle University (DLSU), Instructor in Political Science at the University of the Philippines Los Banos (UPLB) and University Research Associate at the University of the Philippines Diliman (UPD). He finished his BA and MA in Political Science at UPD and earned his PhD in International Relations at Jinan University in Guangzhou, China.
